I think they're supposed to be Putti, but that just makes the image all the more disturbing to me.

I just looked at the picture, saw it was Benjamin Franklin, and moved on. Assultman, those baby things are fairly common in paintings of the time period. Also, after looking at it more closely, I just noticed that they appear to be inside the cloud itself, which is not somewhere I would expect a policeman to be hanging out.
